Get to Know the Top 10 Largest US Investors in Lithuania: Philip Morris Baltic
Over 30 Years of Investment, Employment, and Major Tax Contribution
As Lithuania emerged as a newly independent state in the early 1990s, Philip Morris International (PMI) was the first major global power to signal its confidence in the country’s future. Today, over three decades later, its affiliate, Philip Morris Baltic, stands as a testament to the enduring and mutually beneficial relationship between U.S. capital and Lithuanian talent.
An “Icebreaker” for Foreign Investment
The story began in 1993, when PMI became the first major foreign investor in the restored Republic of Lithuania. This move acted as an “icebreaker” demonstrating to the world that Lithuania was a stable, high-potential destination for international business.
In 1997 the company opened a new factory on the outskirts of Klaipėda – it was one of the first greenfield investments in Lithuania and the region. Later, in 2002, PMI handed over the old Klaipėda Tobacco Factory building to the city for a symbolic price of 1 Litas, with the commitment that the building be preserved solely for social and cultural purposes. It is now home to the Klaipėda Culture Factory.
Since 2002, businesses from the Klaipėda Free Economic Zone (FEZ) have started to set up next to the new factory.
Driving the Economy by the Numbers
Philip Morris Baltic’s footprint in Lithuania is defined by its massive scale and consistent contribution to the national budget:
- Direct Investment: Over €400 million has been invested into production modernization, high-tech upgrades, and infrastructure.
- Fiscal Contribution: PMI companies have contributed more than €4.1 billion in taxes to the Lithuanian state budget over their history.
- Export Powerhouse: The Klaipėda factory is a critical pillar of Lithuania’s trade, exporting approximately 98% of its output to over 33 global markets, including Japan, Italy, and Scandinavia.
- Major Tax Contribution: Philip Morris International companies in Lithuania have been among the country’s largest taxpayers for years, having paid more than €4 billion in various taxes over their history.

A Top Employer and Community Partner
Beyond the balance sheets, Philip Morris is one of the region’s most respected employers. The company provides work for nearly 1 200 people through direct roles and its extensive supply chain.
Consistently recognized by the Top Employers Awards, the company is lauded for its focus on equal opportunities, leadership development, and the integration of digital tools like AI to empower its workforce. As a long-standing member of the American Chamber of Commerce in Lithuania, it continues to champion Western management values and sustainability practices across the Baltic business ecosystem.
Leading the Vision for a Smoke-Free Future
Today, Philip Morris is undergoing the most significant transformation in its history. Aligned with PMI’s global strategy, the company is shifting its focus toward smoke-free products and reduced-risk alternatives.
The Klaipėda factory – already a global leader in efficiency and environmental standards – became one of the first CO2-neutral factories in Lithuania and the first within the PMI network globally. As the industry evolves, Philip Morris Baltic remains committed to being at the forefront of science-led innovation, ensuring that Lithuania remains a key hub for its global transition.
